

The BaghDAAD scholarship program
BaghDAAD program temporarily suspended
The Ministry of Higher Education and Scientific Research in Bagdad has announced the suspension of the jointly funded program for the coming year 2012-2013. As a result, the application process in 2011 has been cancelled. A Ministry official said that budget problems had led to this decision. However, the three batches already present in Germany shall be funded untill graduation. The program shall be resumed for the academic year 2013-14, with a call for applications to be launched in spring 2012.

The BaghDAAD scholarship program is run annually. It is aimed at candidates for Master’s and Doctoral studies. While the program is open to all academic subjects, applications in medicine are limited to non-clinical studies (e.g. public health). The scholarship covers living costs and study costs, including German language courses. As scholarships are supported by Iraqi and German funding, the applicants must go through Iraqi and German phases in the application process. The first is the Nomination Phase. Only applicants who are nominated by the MoHESR can then apply to the DAAD in the Qualification Phase. Applicants who pass the strict academic assessment in the Selection Phase will be granted a scholarship in the Award Phase.

You have decided that you want to study in Germany and apply for a MoHESR-DAAD scholarship: Please check the rules below to make sure that you can apply.
First, you must be nominated for a scholarship. Only the Iraqi Ministry of Higher Education and Scientific Research (MoHESR) in Baghdad can nominate you. Before writing your application, you must make sure that you meet the MoHESR’s requirements. This checklist will help you:
Do I meet the requirements?
If you answer ‘yes’ to all the questions below, you can apply for a scholarship.
- Are you an Iraqi citizen and a permanent resident of Iraq?
- MA/MSc applicants: Did you score at least 70% in your BA/BSc degree?
- PhD applicants: Did you score at least 70% in your MA/MSc degree?
- Have you worked for at least two years in government institutions?
- Are you willing to sign a (“Kafala”) كفالة , which commits you to return to Iraq after your studies to enter into governmental administration service?
- Are you willing to attend an interview at the Ministry of Higher Education and Scientific Research in Baghdad?
NOTE:
You must NOT be accepted for post-graduate studies in Iraq!
You must NOT apply simultaneously for other Iraqi scholarship programs (e.g. "Program Prime Minister's Office").
If you can answer yes to all of the above questions, you can apply and should collect THREE copies of each of the following for the MoHESR:
- Letter of nomination from the institution or office of your choice with the following information: full name, date of birth, academic title, average result of your latest degree, years of government service
- MA/MSc applicants: Certificate of Bachelor degree
- PhD applicants: Certificate of Master’s degree
- Colour copy of A or G passport
- Copy of Certificate of Iraqi nationality
- Copy of Civil Status Identity (authenticated English translation)
- International Health Report (authenticated English translation)
- Curriculum Vitae
- MA/MSc applicants: Master’s research proposal
- PhD applicants: abstract of Master’s thesis and PhD research proposal
- Letters of reference from university professors in English
- Certificate of English language proficiency, TOEFL-ITP (at least 400 for PhD and 450 for Master) or IELTS (5.0 at least)
- Three Passport photos
Where do I apply?
Submit THREE copies of all application documents to the Ministry of Higher Education and Scientific Research (MoHESR).

After your documents and eligibility are checked, you may be invited to the MoHESR for an interview.
MoHESR will select suitable candidates and send a list to the DAAD in Germany. Note that all further correspondence with the DAAD will be by email in ENGLISH.
The deadline for applications is 1 May 2011.
Final Check
Your scholarship application will only be considered if you have fulfilled ALL the criteria.
- Collect THREE COPIES of all the documents (certificates, nomination letter, CV, etc.) necessary for your application
- Submit your application to the MoHESR
- Present yourself to the MoHESR by 15 June 2011 at the latest
